  3. In another bowl, combine eggs, milk, vegetable oil, and vanilla. Pour wet ingredients into dry ingredients; mix until just combined.
  4. Fill cupcake liners about two-thirds full with batter and bake for 18-20 minutes or until a toothpick comes out clean.
  5. Let cupcakes cool completely before preparing the frosting by beating butter until creamy. Gradually add powdered sugar and cocoa; mix in heavy cream to achieve desired consistency.
  6. Frost cooled cupcakes generously and decorate with gold sprinkles.
