Instructions

  1. Preheat oven to 350°F (175°C) and line a muffin tin with cupcake liners.
  2. In a large bowl, whisk together flour, cocoa powder, sugar, baking powder, and salt.
  3. In another bowl, mix eggs, milk, vegetable oil, and vanilla until smooth.
  4. Combine wet ingredients with dry ingredients; stir until just mixed.
  5. Fill cupcake liners two-thirds full and bake for 18-20 minutes or until a toothpick comes out clean.
  6. Allow cupcakes to cool completely before frosting.
  7. Beat butter until creamy; gradually add powdered sugar and cocoa to create frosting.
  8. Frost cooled cupcakes and decorate with chocolate chips for eyes and mini pretzels for wings.
