  2. In a bowl, whisk together flour, cocoa powder, sugar, baking powder, and salt.
  3. In another bowl, cream softened butter until smooth. Gradually add sugar and beat until fluffy.
  4. Mix in eggs one at a time, then add milk and vanilla; combine well.
  5. Gradually add dry ingredients to wet mixture until just combined.
  6. Fill cupcake liners two-thirds full and bake for 18-20 minutes or until a toothpick comes out clean.
  7. Once cooled, core the center of each cupcake and fill with jam before frosting.
